Each Pen can accommodate one submarine. There are facilities for maintenance, refuelling and repair of the X-Com submarine fleet. Each Flying Sub stationed at a base must have a free Pen assigned to it which cannot be used by other Subs, even if the assigned submarine is out on a mission.
